Description

  • Inspects quality and quantity of work of EPCM partner companies and/or third party consultants and contractors. Liaises with the Construction Manager and Project Manager to inform them of progress and any issues. Assists the Construction Manager to monitor and endorse the work of EPCM partner companies in the preparation of technical contract data, specifications, drawings, costs estimates for public buildings projects The Construction Engineer will undertake duties as directed by the Construction Manager and/or Project Manager to ensure that EPCM partner companies/third party consultants and contractors are completing construction activity to the satisfaction of Ashghal.

·      Assists the Project Manager and Construction Manager to ensure that the construction elements of public building construction projects are being completed according to time, budget and Ashghal accepted quality standards.

·      Assists the Construction Manager to monitor the work completed by the EPCM partner company on the development of construction contract package. This could include architectural, civil, electrical and mechanical aspects of technical design, drawings and specifications, engineering estimates and project budgets and job scheduling

·      Analyses survey reports, maps, drawings, blueprints, topographical and geologic data to provide inputs to Construction Manager for inclusion in tender documents for EPCM contracts.

·      Visit EPCM partner companies and/or third party contractors to monitor and identify any issues relating to construction project timeliness, quality and consistency of work and adherence to contract terms.

·      Works closely with EPCM partner companies and/or third party sub contractors to interpret and explain plans and contract pertaining to the civil and structural dimensions of the project.

·      As directed by the Construction Manager and/or Project Manager inspect construction sites on a periodical basis to ensure conformance to design specifications and adherence to quality. Resolves within level of authority or raise concerns regarding modifications or structural changes to Construction Manager.

·      Interprets, explains and enforces regulations, ordinances and policies to EPCM partner companies and /or third party sub contractors and confer with Construction Manager regarding possible changes to plans and problem resolution.

·      Ensures that EPCM partner companies produce regular reports on damages, accidents, delays, bad weather, or emergencies at construction sites. Liaise with EPCM partner companies to ensure validity/accuracy of report and that any resulting corrective action has been implemented. Liaise on a regular basis with the Construction Manager to inform of progress and agree on any further actions required.

·      Inspects compliance pertaining to Qatari/Ashghal building, fire, safety, handicap and environmental codes and regulations. Informs the Construction Manager of any areas of non compliance, identifies corrective action and agrees with EPCM Partner Company.

 

·      Inspects safety aspects of jobs in progress; encourages contractors to observe applicable safety rules and regulations. Informs the Construction Manager of any areas of non compliance, identifies corrective action and agrees with EPCM partner company

·      Collects appropriate data on EPCM partner company progress in order to identify any necessary changes, variations, addendums, and extension of time to contract. Inform Construction Manager on budget requirements, work progress, milestones achieved and indicate operational budgets, expenditures and claim of the EPCM partner company and/or third party contractors.

·      As required prepares project files for the construction elements of projects.

·      Maintains logs and records of work performed; prepares periodic and special reports as required. Maintain accurate reports of contract work and other assigned activities, reviews progress, performance and completion reports, purchase requests, requisitions, and reports of claims.

  • Assists the Construction Manager and Project Manager in strengthening relationship with the EPCM partner companies and/or third party sub contractors.

Pre-Requisites

  •        A Bachelors degree in civil engineering or equivalent engineering degree.

    ·       Membership of a Professional Engineering Body.

    ·       Minimum 8 years experience in engineering and construction.

    ·       Knowledge and understanding of civil engineering principles.
