H.H. Sheikh Hamad bin Khalifa Al Thani, the Emir of Qatar issued the Emiri decree yesterday setting up a provisional Executive Committee for Public Works Authority (Ashghal) and Urban Planning and Development Authority (UPDA).

The decree stipulates that the provisional executive committee shall function until completion of the restructuring of government bodies. The Minister of Municipal and Urban Planning shall chair the committee and the members include the Minister of Environment, Managing Directors Ashghal and UPDA, a representative of the Office of the Prime Minister and a representative of Kahramaa. The Secretariat of the Committee shall be one or more employees of the Ministry of Municipal and Urban Planning or of both the authorities. The minister shall issue decision regarding their appointment and remuneration.

The Provisional Executive Committee as referred in the preceding paragraph shall have necessary powers and authority for the administration of the two bodies, to achieve their goals, and in particular the following:


1. Policy development for the two authorities and monitor its implementation.
2. Adoption of plans, programs and projects of both authorities and follow-up its implementation.
3. Adoption of the draft annual budget and the final account for both authorities.
4. Approval of the project contracts and agreements to which any of the two authorities is a party, in accordance with the terms and conditions established by the bye-law of both authorities.
5. Reviewing the periodic reports and follow-up reports on the progress of work.

The Emiri Decree also stipulates the executive committee submitting monthly report on its work to the Prime Minister.
