PWA Tenders are generally cast as open invitation for all companies. Tenders will be advertised in local and/or international newspapers, on PWA web site as well as on electronic billboards, as according to the requirements of the advertisement.  

However, with the consent of the Managing Director, contracting may be done in any of the following methods of procurement: 
Limited tender, direct order or practicing.

PWA shall keep records that contain names and details of registered companies and institutions. 

Registration of companies and institutions with PWA is for inviting them to participate in PWA businesses, according to their specification of works undertaken or provision of services or supply of materials to PWA, as per the methods of limited tender or practicing or direct order; all according to their own specifications, in the light of the capabilities and expertise of companies registered and identified by PWA in the list, based on the data provided by the companies and according to the nature of the contracting methods mentioned below:  

Direct order: A particular company may be selected from the list of companies registered with PWA to negotiate directly with PWA. 

Limited tender: A list of specialized companies may be prepared from the list of registered companies or through the process of pre-qualification or both, when the subject of tender has open financial roof. 

Practicing: A list of specialist companies is prepared from the list of companies registered with PWA, whose financial roof does not exceed 200,000 Qatari riyals.

Registration requirements: 

The company should have a valid Commercial Registration issued by concerned authority of the State of Qatar.

Fulfillment of technical efficiency, financial solvency and good reputation at the discretion of PWA. 
Updated corporate data every six months or when needed, such as showing the new information through intimation or through appropriate department along with supportive documents. 

If the companies do not update corporate data for six months in the specific Performa,  they will not be sent invitation to participate in any PWA business under this system, unless PWA see otherwise. 
Foreign companies without Commercial Registration may be permitted to register with PWA under this system, provided they undertake to produce the CR when invited to perform any work or service.
