REQUEST FOR EXPRESSIONS OF INTEREST
Ashghal invites parties to submit Expressions of Interest for The Public Private Partnership for the Development of Primary Health Centres (“Project”) for the Design, Build, Finance, Operation, Maintenance and Transfer of the Health Centres.
The opportunity is for a private investor to Design, Build, Finance, Operate and Maintain and Transfer (“DBFOMT”) 4 new Primary Health Care Centres on behalf of the Primary Health Care Corporation. The Project is part of PHCC’s strategy to improve the coverage, quality and capacity of primary health care facilities across the State of Qatar.
The new Health Centres include the following:
1. Madinat Khalifa Health Centre (replacement)
2. Umm Ghuwalina Health Centre (replacement)
3. Nuaija Health Centre (new build)
4. Al Themaid Health Centre (new build)
Government will establish high level project requirements including output specifications as well as operational and quality standards.
The private partner under the proposed commercial structure will be remunerated in the form of an availability payment for the facilities and services provided.
The new Health Centres are expected to be operational by Quarter 1 2024. The length of the concession period for the operation and maintenance of the Health Centres is expected to be up to 25 years, but subject to revision if required.
The land allocated for the Health Centres will be leased from the Government on nominal rent basis.
The purpose of this Request for EOI is to invite competent Qatari and international companies and consortia, capable of delivering the project, to participate in the tender process, and to indicate their interest in the Project by submitting an EOI.
Once an EOI has been received from interested companies, the PWA will issue the Request for Qualifications document.
SCOPE OF SERVICES:
The scope of services of the new Health Centres will include but will not be limited to:
Design
Construction
Project Financing
Operation & Maintenance (Hard & Soft Facilities Management)
Transfer back to the Contracting Authority

Step 1 : Interested companies are invited to visit the PWA website:
www.ashghal.gov.qaMain page for the link (Tender and Auctions – Prequalifications) to download the Expression of Interest document which includes the Expression of Interest Acknowledgement Form and the Anti-Corruption and Confidentiality declaration as well as the Information Sheet required from interested parties with a track-record of extensive and relevant experience in the design, build, finance, operation and maintenance of Primary Health Care Centres or similar projects. All documents, along with a valid Commercial Registration, are to be returned by Sunday 11 October 2020 no later than 1:00 pm local Doha time (+3:00 GMT) in soft copy to:
EOI@ashghal.gov.qa.
Step 2 :
The PWA shall issue the Request for Qualification Document to the interested companies by email which comprises:
1. Request for Qualification Procedures; return date(s) and all necessary instructions shall be described in the aforementioned procedures.
2. Project Brief.
