Scope
This document lists the approved Manufacturers, Suppliers, Subcontractors, Installers, and Service Providers for providing materials and services.

Applicability
- 1. Approved Vendors List - Tenders
Contractors may employ any Manufacturer, Supplier, Subcontractor, Installer, or Service Provider listed in the
Approved Vendors List at the date of tender submission. Any party added to the list after the tender submission
may also be considered with VPC approval.
- 2. Mandatory Use of Approved List
Unless otherwise approved by the VPC, the AVL is mandatory for all Ashghal projects and departments regardless the quantity of vendors listed under category (even less than 3 vendors)
- 3. Prohibition of Unapproved Vendors for categorized scopes
For the Categories of Services and Materials being listed in AV, the Vendors and their Country of Origins of materials which are not yet approved by VPC shall not be used by Ashghal Departments until they are prequalified and approved by VPC.
- 4. Prequalification of Alternative Vendors
Alternative vendors which are not listed in AVL must apply prequalification and obtain approval from VPC without affecting project schedules.
- 5. Responsibility for Delays
The VPC is not responsible for project delays due to the prequalification process.
- 6. Compliance with Standards
All products and manufacturers must comply with the latest Qatar Construction Specifications and relevant international standards or Interim Advice Notes issued by Ashghal.
- 7. Submission for Unlisted Categories
If a category for a material or service is not available in AVL, the contractor must submit details of the materials and Manufacturers in accordance with Qatar Construction Standard (QCS) 2014 or latest edition, Ashghal Interim Advice Notes (IANs) and the VPC Checklist (Refer to Annex-A). Approval will be granted by the supervising consultant on a project-by-project basis following VPC procedures.
- 8. Changes in Manufacturing Location
If a Manufacturer proposes to change the manufacturing location or add new facilities, the VPC must be informed in writing along with a prequalification submittal of the factory. The new facility must obtain VPC approval before submitting any materials from this location to supervision consultants.
- 9. Project Supervision Consultant Approvals for Vendors in AVL
All products, materials, and equipment listed must be formally submitted, reviewed, and approved by the project supervising consultant even the vendor and/or product is listed in AVL.
- 10. Validity Period for AVL Listing
Vendors are enlisted for three years from the date of the official VPC approval letter, provided they maintain the quality, terms, and conditions of the original application and meet performance report requirements.
