General
ASHGHAL (the Authority) wishes to establish a Framework Group (of contractors) from which to select contractors to undertake Operations & Maintenance related works to Package Treatment Plants (PTP), including regular routine maintenance and preventative maintenance work, planned overhauling and breakdown repairs and any emergency requirements necessary related works.
Contractors shall be awarded Work Orders under the Framework Contract for a maximum value of One Hundred Million Qatari Riyals (QAR 100,000,000).
Contractors are to assume a minimum cumulative value of Three Million Qatari Riyals (QAR 3,000,000) in awarded Work Orders; no individual Work Order shall exceed a value of Fifty Million Qatari Riyals (QAR 50,000,000).
The maximum duration of the Framework Contract shall be five (5) years with two (2), one-year (1) options (5+1+1) to extend the Framework Contract duration.
Project Outline
The scope of works includes:
A. all existing Authority operated PTPs in the State of Qatar;
A. any new PTPs added to the Authority’s network during the Framework Contract period;
B. Contractors shall furnish all labour, supervision, vehicles, tools, materials, equipment, supplies, spare parts, emergency equipment, Third Party workshop(s) incidental engineering, and transportation necessary for the operation and maintenance of the Package Treatment Plants and systems. The scope of works shall include the waste water treatment, storage of Treated Sewage Effluent (TSE) in the lagoons, disposal of sludge; corrective and preventive maintenance, overhauling and emergency repair of the PTP and its systems; water quality testing; and completing records and reports throughout the term of the Work Order and should be available through the Authority’s computerized management system.
The existing Authority operated PTPs are identified in Volume 2 [The Contract] Schedule 1 [Framework Contract Specification] Part C [Project Data].
The operation and maintenance of existing PTPs which are under outsourced O&M contracts shall, upon expiry or termination of the contract or otherwise, shall be transferred to framework group scope of works.
Contractors shall tender for all of the PTPs under the scope of this tender.
Collaboration
Contractors will be key partners in the Authority’s supply chain and shall become members of an integrated supply chain committed to working together in a collaborative manner to ensure the delivery of high quality cost effective solutions.”

Site Visits
Site visits to the Package Treatment Plants will take place straight after conference on the 1st October 2013 to 3rd October 2013.Transportation will be provided. Contractors to bring their own PPE.
