The geographical location of transfer stations and the domestic waste management centre is illustrated in Figure 1. In this figure, the large circle (red) describes the waste management centre near Messaieed and the smaller circles (yellow) represent the locations of five (5) transfer stations.
The scope of this Tender is to design, construct and maintain a fully operational one (1) Transfer Station in Al Khor.
The Contractor shall carry out the sketch design, preliminary design, and finally the detailed design based on the frame conditions described in the Tender Document. He shall obtain the Engineer’s (elsewhere also referred to as the Public Works Authority) approval of design and subsequently obtain permits and permissions from the relevant authorities. In addition, the preparation of the construction documents and obtaining the Engineer’s approval for it represents part of the scope of works. These construction documents should include drawings, specifications and BOQ, which shall form the basis for any future changes in the project.
The construction works constitute of building a state-of-the-art domestic solid waste management facility. The project comprises mainly of an automated sorting system, including all necessary equipment and machinery for the separation and sorting of the mixed domestic waste, in addition to other functional facilities as follows:
- Weighing House and Weighing Equipment.
- Loading and Reloading Center.
- Administration Building.
- Staff Accommodation Building.
- Truck Washing and Maintenance Workshop.
- Canteen Building.
- Storage Building and Yards.
- Public Toilets and Amenities.
- Internal Roads Network.
The construction method is generally of reinforced concrete, block works, and steel structures with all associated finishes, services, and external works including boundary wall, gates, paving works, cars and trucks parking, as well as soft and hard landscaping.
All works shall be carried out in accordance with QCS 2010, current government regulations, drawings and specifications issued for the purpose. The Contractor shall design, construct, complete and deliver the whole project within Five Hundred Fifty (550) days plus Four Hundred (400) days Defects Liability.
The transfer station shall incorporate the most practical, professional and feasible facilities to satisfy all environmental, technical and economic project requirements.
The invitation for Tenders is based on a general description and contains technical specifications but not detailed engineering solution. The detailed planning and engineering is considered part of the scope of service.
The Tenderer or his sub-contractors should have sound experience related to this specific project or similar works within the last 10 years. If the Tenderer fails to comply in any way with this requirement, PWA has the right to disqualify the Tenderer concerned as Non-Compliant, and hence not evaluate his Tender submission.
The law of the contract shall be the law of the State of Qatar.
The Conditions of Contract that are part of the Tender Documents have to be accepted by the tenderer.
The completion of the Tender submission leads to a statement of a final financial offer as a fixed lump sum.
