As per the directives of His Excellency Sheikh Abdullah bin Nasser bin Khalifa Al Thani, the Prime Minister and Minister of Interior, Chairman of the Ministerial Group to Support the Private Sector, the Public Works Authority ‘Ashghal’ organised a roadshow on Tuesday 26 March 2019 to introduce the Al Wakra and Al Wukair Sewage Treatment Plant project, which will be implemented through a Public-Private Partnership (PPP) contract. The project is part of Ashghal's efforts to develop and implement sustainable drainage infrastructure throughout the country.

The meeting was attended by H.E. Dr. Saad bin Ahmad Al-Muhannadi, President of the Public Works Authority, Eng. Khalid Al-Khayareen, Drainage Networks Projects Department Manager in Ashghal, as well as members of the Technical Committee for the Encouragement and Participation of the Private Sector in Economic Development Projects, including representatives from various ministries and governmental institutions in the country. The meeting was also attended by a large group of developers, investors, contractors, operators, lenders and consultants who were invited from inside and outside Qatar.

The roadshow aimed to brief the interested local and international companies, who have an experience in the field of infrastructure and drainage projects, about the details of the project and its components, and the benefits of implementing the project through the PPP contract, in order to attract the largest number of investors as a first step in the selection of the project partner from the private sector.

H.E. Dr. Saad bin Ahmad Al-Muhannadi, President of the Public Works Authority, gave an opening speech in which he noted that implementing Al Wakra and Al Wukair Sewage Treatment Plant project under the public-private partnership system is the first of its kind in the authority, and is part of its efforts to contribute to engaging the private sector and increasing its investment in the implementation of the country’s projects, especially infrastructure projects, in a way that will ensure benefiting from the private sector’s experience in the field of project management and implementation, as well as knowledge-sharing between the two sectors.

For his part, Eng. Khalid Al-Khayareen, Drainage Networks Projects Department Manager in Ashghal, said that the project will be developed through a Design, Build, Finance, Operate, Maintain and Transfer PPP. It includes the development and implementation of a new sewage treatment plant in Al-Wakra and Al-Wukair areas, which will work at an initial capacity of around 150,000 cubic metres per day to treat wastewater as per international standards and using the tertiary treatment technology, with an infrastructure that can accommodate the expansion of the plant’s capacity to up to 600,000 cubic metres per day.

The project also includes a sewage pumping station, sludge treatment and management units as well as odour control units. The project also includes the construction of a treated water pumping station.

The project is scheduled to be completed within four years from the date of commencement. The private sector partner will operate and maintain the plant for 25 years, after which the maintenance and operation will be transferred to the Public Works Authority using the same high-tech and operational experience.

The implementation of the Al Wakra and Al Wukair Sewage Treatment Plant project through PPP is considered a continuation of the country’s efforts to increase the participation of the local and international private sector in the implementation of development projects, while ensuring the transfer of expertise and enhancement of service levels provided in various fields
