Ashghal Signs Three Design and Construction Contracts for Expressways Projects exceeding QR 12.6 billion

H.E. Eng. Nasser bin Ali Al Mawlawi signed the design and construction contracts with the awarded contractors in the presence of Ashghal’s management and companies representatives.

The Public Works Authority ‘Ashghal’ has awarded three contracts for projects under the Expressway programme, with a total value exceeding QR 12.6 billion.

H.E. Eng. Nasser bin Ali Al Mawlawi, President of the Public Works Authority, signed the contracts with the awarded contractors, at a signing ceremony held on 23rd March 2014, in the presence of Ashghal’s management and companies representatives.

Two contracts were signed for the design and construction of the New Orbital Highway and Truck route including a contract for phase 2 of the project stretching from Salwa Road to North Relief Road encompassing 41 km of new dual carriageway, and a contract for phase 3 of the project stretching from Mesaieed to Salwa Road encompassing 57 km of new dual carriageway. Third contract was signed for the design and construction of the Al Wakra Bypass Road encompassing approximately 11 km of new dual carriageway.

Two design and construction contracts were awarded for the New Orbital Highway and Truck Route. The New Orbital Highway and Truck Route is one of the largest projects being delivered through Ashghal’s Expressway Programme linking Mesaieed area to Al Khor and Ras Laffan Industrial City. This project is considered as a very vital addition to the roads network of Qatar as it will form a free flowing traffic route connecting Qatar’s Northern with Southern Regions without the need to travel through Doha city. This will divert traffic outside the city, particularly trucks, and better manage heavy vehicles movement throughout the city providing greater journey choice.

The Orbital Highway Project and Truck Route will encompass the design and construction of approximately 200 km of dual carriageway including 22 major intersections of bridges and tunnels. Major infrastructure improvements will be implemented as part of the project including a storm water drainage network, treated sewage effluent networks, electrical and telecommunication networks, street lighting and substations.

Among the unique features of the project’s design is segregating heavy good vehicles from general traffic by dedicating 2 separated truck lanes in each direction to improve safety by removing slower moving trucks from the flow of faster vehicles.

Earlier in January 2014, Ashghal had awarded the contract for the 1st phase of the design and construction of the Orbital Highway encompassing 45 km of new roads. Below are the details of the two contracts for Orbital Highway and Truck Route awarded today:

1- Design and construction of New Orbital Highway and Truck Route

Contract 2: Salwa Road to North Relief Road

Valued at QR 4,250,934,250.00 the contract for Salwa Road to North Relief Road project was awarded to QDVC-Bin Omran Joint Venture (JV). The project will include five lanes and two separated truck lanes in each direction with the provision of two future lanes. The project will include the following eight grade separated interchanges: 

  • Orbital Highway and North Road– 2 level interchange with North Road at grade and Orbital Highway as flyover.
  • Orbital Highway and Al Gharrafa Expressway – 2 level interchange with Orbital Highway at grade and Al Gharrafa Expressway as flyover.
  • Orbital Highway and Celebration Road – 2 level interchange with Orbital Highway at grade and connections to Celebration Road as flyover.
  • Orbital Highway and Al Rayyan Mall/Stadium Access Road – 2 level interchange with Orbital Highway at grade and Access Road as flyover providing access to the Al Rayyan Mall and Stadium.
  • Orbital Highway and Dukhan Highway – 2 level interchange with Dukhan Highway at grade and Orbital Highway as flyover.
  • Orbital Highway and Truck Route- 2 level interchange with Orbital Highway at grade and Truck Route as underpass/tunnel.
  • Orbital Highway and Saliya Street – 2 level interchange with Orbital Highway at grade and Saliya Street as flyover.
  • Truck Route and Dukhan Highway – 2 level interchange with Dukhan Highway at grade and Truck Route as flyover.

Major infrastructure improvements will be implemented as part of the project including a storm water drainage network, treated sewage effluent networks, electrical and telecommunication networks, street lighting and substations. The project is estimated to commence by Q2 2014 and completed by Q2 2017.

2- Design and construction of New Orbital Highway and Truck Route

Contract 3: Mesaieed to Salwa Road

Valued at QR 6,158,397,379.00 the contract for Mesaieed to Salwa Road project was awarded to Leighton Contracting Qatar W.L.L – Al Jaber Engineering LCC, JV. As part of the Orbital Highway and Truck Route Project, the Mesaieed to Salwa Road will provide an orbital route of around five lanes and two separated truck lanes in each direction with the provision of two future lanes.

This phase will include the following five grade-separated interchanges:

  • Orbital Highway and Mesaieed Road 1 – 2 level interchange with Orbital Highway at grade and Mesaieed Road 1 as flyover.
  • Orbital Highway and Wukair Road 2 – 2 level interchange with Orbital Highway at grade and Wukair Road 2 as flyover.
  • Orbital Highway and Wukair Road 1 – 2 level interchange with Orbital Highway at grade and Wukair Road 1 as flyover.
  • Orbital Highway and East West Corridor – 2 level interchange with Orbital Highway at grade and East West Corridor connections as flyover.
  • Orbital Highway and Salwa Road – 2 level interchange with Salwa Road at grade and Orbital Highway as flyover (to match existing arrangement).

Major infrastructure improvements will be implemented as part of the project including a storm water drainage network, treated sewage effluent networks, electrical and telecommunication networks, street lighting and substations. The project is estimated to commence by Q2 2014 and completed by Q2 2017 Below are the details of the third contract awarded for Al Wakra Bypass:

3. Design and Construction of the Al Wakra Bypass Road

Located to the west of Al Wakra connecting Mesaieed to Doha City, the main Al Wakra bypass road will provide five traffic lanes in each direction; it will act as the main link between Al Shamal and Mesaieed, as well as connect Mesaieed and Wakra City directly to the centre of Doha without the need to travel though Al Wakra City. In addition, it will provide extra traffic capacity during the construction of Al Wakra Main Road which is also part of Ashghal’s Expressway Programme.

Valued at QR 2,187,800,000.00 the contract for the Al Wakra Bypass was awarded to Larsen & Toubro Limited. The project will include approximately 11 km of new dual carriageway and will include the following six grade separated interchanges:

  • Al Wakra Bypass/Al Mashaf Road: 2-level modified cloverleaf interchange with Wakra Bypass at grade and Al Mashaf Road as Flyover.
  • Al Wakra Bypass/Al Wukair Road: 2-level modified cloverleaf interchange with Wakra Bypass at grade and Al Wukair Road as Flyover.
  • Al Wakra Bypass/Road: 2-level single point urban interchange with Wakra Bypass at grade and Road MAC-4 as Flyover.
  • Al Wakra Bypass/ Al Wukair Area 2-level modified cloverleaf interchange with Wakra Bypass at grade and Road Mac-3 as over-bridge.
  • Al Wakra Bypass/Mesaieed Road: 2-level modified cloverleaf interchange with Wakra Bypass at grade and Al Mesaieed Road as Flyover.
  • Road Tunnel under the Al Wakra bypass in the vicinity of Interchange 11A to allow for a propos3ed road corridor.

Major infrastructure improvements will be implemented as part of the project including electrical substations, culverts, intelligent transport systems, treated sewage effluent networks, potable water, street lighting, sewerage lines, power lines, and landscaping.

The project will start by Q2 2014, and is due to be completed by Q1 2017.

Ashghals’ Expressway Programme will provide vital highway links across Qatar connecting key cities, towns and villages. Delivering more than 34 major projects with over 980 kilometres of new roads, 240 multi-level interchanges, an array of underpasses and flyovers, the programme will enable free-flowing traffic and improved journey times.
