NOTIFICATION TO SUBMIT QUALIFICTION FOR THE PUBLIC PRIVATE PARTNERSHIP FOR SEWAGE TREATMENT AT AL WAKRA & AL WUKAIR PLANT

The State of Qatar through the Public Works Authority (“Ashghal”) is planning the development and implementation of a Sewage Treatment Plant with a capacity of 150,000 cubic meters per day for the Al Wakra and Al Wukair areas (“Project”) as a Public Private Partnership (“PPP”). The Project is expected to be developed on a Build, Operate and Transfer (“BOT”) basis.
Ashghal is looking for suitably qualified private sector developers to partner with for this Project.
BRIEF DESCRIPTION OF THE WORKS
The Project scope includes provision of a Terminal Pump Station, Wakra Sewage Treatment Works and Treated Sewage Effluent management facilities to produce high-quality Treated Sewage Effluent (“TSE”) and to produce treated sludge that can be disposed of in a landfill, used as fertilizer, or incinerated as needed. Key elements of the proposed Project Scope are listed below:
• Terminal Pump Station (“TPS”), including odour control facility (“OCF”) for the TPS and Main Trunk Sewer (“MTS-03”)
• Wakra Sewage Treatment Works (“STW”) including primary, secondary, tertiary treatment units, sludge treatment and management facilities and odour control units
• Treated Sewage Effluent management facilities (“TSE Facilities”)
The purpose of the Request for Qualification (“RFQ”) is to invite competent Qatari and international companies and consortia, capable of delivering the Project, to participate in the tender process.
Following the RFQ stage, if Ashghal proceeds with the Request for Proposal (“RFP”) stage, only the prequalified bidders will be requested to participate in the RFP stage.

SUBMISSION OF STATEMENT OF QUALIFICATION
Please be advised that the deadline for submission of the Statement of Qualification (SOQ) shall be no later than (Tuesday, 14 May 2019, 1:00 pm local Doha time (+3:00 GMT). The SOQ must be in accordance with the requirements in the RFQ and submitted to:
