REQUEST FOR EXPRESSION OF INTEREST (EOI)
The State of Qatar is committed to addressing the growing demand for public services, and in doing so is seeking innovative ways in which to deliver the required infrastructure. The Qatar National Vision 2030 highlights the significance of developing and enabling the private sector to play a key role in achieving the long-term goals and outcomes for the country in particular through the use of Public Private Partnerships (PPPs) as means to develop its infrastructure and delivery of services.
The Ministry of Commerce and Industry (MOCI) is undertaking the implementation of the Qatar Schools Public Private Partnership Development Program on behalf of the State of Qatar. The Ministry of Education and Higher Education (MOEHE) has appointed Ashghal as it’s Nominated Representative for the procurement, design and construction phase of the PPP Program. The Project reflects the State of Qatar’s aim to cater to ever rising demand in the education sector driven by growth in the school-going population, while fulfilling a key policy objective of improving the quality of education for Qataris.
The PPP Program consists of the development of 47 schools for varying stages to be delivered over the next 5 years. The PPP Program is divided into 4 four packages. This EOI refers to Package 3 for the design, build, finance, operation, maintenance and transfer (DBFOMT) of 14 new schools consisting of 4 secondary schools, 5 preparatory schools, 4 primary schools and 1 special needs school.
The Ministry of Commerce and Industry (MOCI)  and Ashghal therefore invites interested parties to submit an Expression of Interest (EOI) for the Qatar Public Private Partnership Schools Development Programme – Package 3 for the design, build, finance, operation, maintenance and transfer (DBFOMT) of 14 new schools.
The purpose of this Request for EOI is to invite competent Qatari and international companies and consortia capable of delivering the Project to participate in the tender process, and to indicate their interest in the Project by submitting an EOI.
At Ashghal’s discretion, once an EOI has been received from interested companies, Ashghal will issue the Request for Qualifications document.  Please be advised that a briefing session on the Project will be held during the Request for Qualification (RFQ) period.

SCOPE OF SERVICES:
The scope of services for the Project will include but not be limited to:
 Design and build of 14 schools
 Demolition work at evacuated schools
 Project financing
 Operation and maintenance over a 25 year concession period
 Handback of assets to the Authority
