REQUEST FOR EXPRESSION OF INTEREST
In response to key program and project delivery-related challenges and in support of Qatar National Vision 2030 in developing a sustainable and high-quality infrastructure that supports national economy, the Public Works Authority (the Authority), through its President, authorized the establishment of an Enterprise Project Management Office (EPMO) that aims at enhancing efficiency and effectiveness in delivery of sustainable economic and social infrastructure for the community, through providing a high quality and sustainable framework for delivering successful programs and projects.
The EPMO will collaborate closely with PWA affairs’ PMOs and will play a vital role in the successful delivery of programs and projects through:
• Providing best-in-class Program and Project Management Frameworks, tools and templates tailored to PWA needs and context,
• Providing advanced specialist services, such as Planning, Estimation, Risk Management, Performance Management, Quality Assurance, Health & Safety, Environment & Sustainability, Procurement, Budgeting, etc.
• Providing advisory services to support projects successful delivery, issues’ debottlenecking, project health checks, and post-project reviews.
• Monitoring programs’ and projects’ progress across the different affairs’ PMOs and providing performance-related reports to the key stakeholders and Leadership in order to support and facilitate decision-making processes.
Additionally, the EPMO will be providing a Project Management Information System (PMIS) tool to digitally enable the EPMO and Affairs’ PMOs by automating processes, developing standardised tools and templates and by providing effective executive reports and dashboards for senior stakeholders.
PWA is seeking external professional consulting support to design and establish the EPMO and support its activation and implementation, over a duration of 2 years. PWA invites interested parties to submit an Expression of Interest (EOI) for the project “Professional Consulting Services for Establishing Enterprise Project Management Office (EPMO) for PWA”.

SCOPE OF SERVICES:
The scope of services for the Project will include but not be limited to:
• Conducting a current state assessment and defining EPMO design guidelines
• Defining EPMO Operating Model including functional and positional structure in addition to the interface with Affairs, existing PMOs, and project management teams.
• Designing Program and Project Management frameworks, processes, tools and templates
• Implementing a Digital EPMO through designing and developing Project Management Information System that automates processes and tools and integrates with existing systems.
• Activation and implementation of the EPMO operating model, governance, processes, and tools.
• Conducting capability building activities for members of the EPMO and Affair PMOs to make sure knowledge is shared among all relevant PWA stakeholders.
