Tender Details:
1.1.1. All Project description information is to be considered by the Consultant as preliminary and subject to change as per the requirements defined by the end users, during the Project validation stage and the project Concept Design stage. The purpose of the information provided within this brief is to give the Consultant the best information available at this time, and to provide the Consultant with the general magnitude of the Project for bidding purposes. All project specifics will be confirmed by the Consultant during the validation stage.

1.1.2. The schedule of accommodation from HMC identifies an overall expansion to, and major refurbishment of, the existing hospital facility of approximately 60,000m² and 10,000 m² GIA respectively. This Al Khor Hospital Addition Output Specification encompasses the basic planning model for inpatient units providing acute and critical care, Surgery and Interventional Areas, Accident and Emergency, Support and Ancillary Departments and Administrative Departments.  In addition there is a requirement for a standalone Physical Therapy Unit and Mechanical Plant and Yard of approximately 1,200m² and 3,325m² GIA respectively.

1.1.3. To enable the above noted scope of works to proceed, an advance works package is required in order to remove approximately 1000m² of modular office and staff on-call accommodation currently located within the proposed new-build footprint and re-provision on the hospital campus.

1.1.4. The hospital expansion is to be a marriage of architectural expression appropriate to the existing facility and environment, and of the functional requirements of a General District Hospital The design is to include the latest international functional design and operational requirements while incorporating the specific needs of the environment and community. The design is to reflect the Qatar medical philosophy of 5-star treatment.

1.1.5. The expansion of the hospital campus will include the following new built facilities:

• Phase 1 Hospital Expansion, which will include the following facilities:

- Diagnosis and Treatment Space;

- Administration;

- Education;

- Clinical Support; 

- Non-Clinical Support;

- Miscellaneous Space;

- In-Patient; and

- Out-Patient.
 
• Phase 2 Hospital Expansion, which will include the following facilities:

- Women’s OPD Extension
 
• Phase 2 Existing Hospital Refurbishment, which will include the following facilities:

- Diagnostic and Treatment space; and

- Miscellaneous space.
 
• Phase 3 Existing Hospital Refurbishment , which will include the following facilities:

- Imaging space; and

- Miscellaneous space.
 
• In addition to the above noted works there is a requirement to provide

- Plant and yard sized for future expansion of site;

- Physical Therapy OP Clinic;

- Temporary Administration Block; and

- Car parking (circa 1100 spaces).
 
1.1.6. This project is required to include a vehicle traffic study to enable satisfactory planning and management of the traffic flow during the construction and the post construction phases.

1.1.7. The Consultant shall prepare a detailed schedule of accommodation based on the data collected from the end-users during the early stages of brief development and verification to identify space requirements, operational procedures, equipment and engineering systems and scale and mass of the proposed buildings.

1.1.8. An outline brief for the project is appended based on the Client Department’s estimate of present requirements but it is anticipated that a major part of the planning will involve analysing the current and future needs of the Client Department in the light of the growing Qatar population and advising on and incorporating any changes to this basic brief, incorporating “state of the art” services planning and allowing for future expansion.  The accommodation shown is advisory and it is intended that the Consultant will analyse the stated requirements and will include for any additional accommodation which can be inferred from this statement of needs, e.g. additional facilities such as offices, support and technical areas, etc. based on current good practice in regard to such facilities.  It is also likely that the client’s requirements will change during the brief and consultation periods and accordingly Tenderer’s should allow for growth in the scale of the requirements of facility by up to 30% from the likely arrangement inferred in the initial brief.
