PROJECT OUTLINE
1.5. General
The Supreme Council of Health (SCH) is the steward of the health of Qatar’s people with a vision of enhancing the wellness of the people of Qatar so that a vibrant, healthy, and productive society can be established for today, and for future.
1.5.1. The establishment of a National Health Laboratories (NHL) is a core component in the overall plan for public health. The NHL will serve and support public health programmes with the aim of prioritising population-based disease control efforts (e.g. Tuberculosis), compared with the individual patient-level testing performed in ‘traditional’ acute Pathology laboratories, which are focused on acute illness or the monitoring of chronic disease.
1.5.2. The NHL will support and serve a range of public health programmes, including (but not limited to): communicable disease surveillance and testing, water supply safety and monitoring, environmental testing, and the support of public health food safety by providing food microbiology services including investigation of food-borne diseases.
1.5.3. The NHL will act as a centre for excellence and referral for specialist testing. It will deliver a state-of-the-art analytical, testing, research and reference laboratory that underpins public health services across Qatar.
1.6. Overview of Key Roles and Responsibilities
1.6.1. The Consultant will provide complete and comprehensive professional Design, Cost Management, Project Management and Construction Supervision services as outlined in this agreement.
1.6.2. The extent of the Services required are generally described as follows:
• Pre-Design / Design Services / Construction Tender and Award;
• Construction Phase / Maintenance Period Supervision Services; and
• Project Administration Services.
1.6.3. The Consultant shall provide design management services to ensure that the designs are completed on time, within budget and that comprehensive technical Authority’s Requirements, with the confirmed non-objection of the Engineer, are available to suit the requirements of the programme.
1.6.4. The Consultant shall be responsible for the complete design of the works, and shall ensure that the Authority’s Requirements adequately and fully represent all aspects of the design.
1.6.5. The Consultant shall provide Assurance throughout to confirm that the design from the Contractor(s) and the Works meet the Authority’s Requirements.
1.6.6. The Consultant shall review the Contractor’s documents prepared by the Contractor(s) to the extent necessary to Assure full compliance with the Authority Requirements, and Assure that all the requirements are delivered so as to meet the Project objectives.
1.6.7. The Construction Works of this, project shall commence on the date mentioned on the written order to commence by the Engineer.
1.6.8. This project shall be completed according to the programme schedule proposed by the Consultant during the Concept Design stage.
