PROJECT OUTLINE
1.1. General
1.1.1. The Primary Health Care Corporation (PHCC) is the premier non-profit primary health care provider in Qatar.
1.1.2. Due to the importance of health care services provided through health centres, and in order to achieve the National Health Strategy objectives which emphasises that the primary health care is the base for the health system in the country, H.H. Sheikh Hamad bin Khalifa AL Thani, Emir of the State of Qatar, issued on 20th February 2012 the Emiri decree No. (15) on the Establishment of the Primary Health Care Corporation considering it as an independent corporation with its own independent budget.
1.1.3. Currently, the Primary Health Care Corporation is operating through 23 primary health care centres distributed into three regions, namely Central, Western, and Northern. Thirteen of these centres are located in Doha city, while the rest of the centres are located in populated areas in all parts of the country in order to provide a wide variety of different types of health care services that depend on the location and needs of each area through a set of objectives which focuses on keeping the health of population, and prevention of diseases, in addition to patient diagnosis and treatment, and the provision of a long-term and constant support to patients and their families from infants to elderly, children, adults, married couples, and mothers.
1.1.4. A large number of health centres provide specialty services to the community aiming to enhance a self-care model as well as healthy life style.
1.1.5. On behalf of PHCC in 2011 design consultants Perkins and Will in conjunction with Dar Al Handasah were commissioned to create state of the art clinics to serve the Qatari community.   Prototype designs for three different sizes of health care centres were developed catering for, respectively, Basic Medical Services (Type A), Community Centre (Type B) and Wellness Centre (Type C)  
1.1.6. The Public Works Authority (PWA) is working on behalf of PHCC to procure and supervise the delivery of a network of centres throughout Doha and the wider regions of Qatar. Currently there are fifteen (15) health care centres in the development programme.
1.2. Location
1.2.1. The phase of the health care development programme which is now being considered for this project is the delivery of four (4) health care centres at the following locations:
• Al Jamaa (Qatar University) – Type B
• Al Waab                                – Type B
• Al Wajbah                             – Type C
• Muaither                                – Type C
1.3. Project Vision
1.3.1. The vision for the four health care centres is to provide premium health care to an international standard while incorporating local and regional requirements, delivered to the latest international practices in patient care including the use of electronic data information systems.
1.3.2. The approximate built up areas of the clinics are as follows:
• Al Jamaa   – Type B 28,000m²
• Al Waab    – Type B 29,000m²
• Al Wajbah – Type C 31,000m²
• Muaither    – Type C 33,000m²
The clinics will extend over ground and first floor with a two level basement car park extending over the complete area of the site typically.  Prototype C will include swimming pool facilities as well.
The clinics shall include: Waiting areas, nursing services, pharmacy, exam rooms; speciality clinic suite comprising ENT services, ophthalmology, optometry, dental clinics; chronic disease management such as cardiology, mental health, dietician, maternal child health; well baby/child clinic, well women/post-partum; ultrasound laboratory, radiology, mammogram, panorama.
The clinics will also offer patient health education such as antenatal classroom, cookery classes and pre-marital services. The clinics will include staff facilities, mosque, storage and electro-mechanical facilities and underground parking.
SCOPE OF SERVICES
1.4. Overview of Key Roles and Responsibilities
1.4.1. The Consultant will provide complete and comprehensive professional Post Contract Design, Cost Management, Project Management, Contract Administration and Construction Supervision services as outlined in this agreement. 
1.4.2. The extent of the Services required are generally described as follows:
• Post Contract Design Services;
• Construction Phase / Maintenance Period Supervision Services; and
• Project Administration Services.
1.4.3. The Consultant shall provide post contract design management services to ensure that the designs are completed on time, within budget and that comprehensive technical Authority’s Requirements, with the confirmed non-objection of the Engineer, are available to suit the requirements of the programme.
1.4.4. The Consultant shall provide Assurance throughout to confirm that the design from the Contractor(s) and the Works meet the Authority’s Requirements.
1.4.5. The Consultant shall review the documents prepared by the Contractor(s) to the extent necessary to Assure full compliance with the Authority Requirements, and Assure that all the requirements are delivered so as to meet the Project objectives.
1.4.6. The Construction Works of this project shall commence on the date mentioned on the written order to commence by the Engineer.
1.4.7. This project shall be completed according to the programme schedule.
