Tender Details:
a) The Consultant shall carryout Turning Movement Counts, Manual Classified Counts, Automatic Traffic Counts, Saturation Flow Survey, Travel Time and Delay Survey, Headway Survey, Pedestrian Survey, Spot Speed Survey and Automatic Number Plate Reader survey. The traffic surveys conducted regularly at various junctions and mid blocks will be required for the Authority for signal phasing and timing, junction improvement plan, accident analysis, congestion analysis, capacity analysis, traffic growth trend analysis , transportation planning studies, traffic impact studies, traffic diversion plan, route management strategies etc. b) Supply and install traffic analysis software, as identified later in this document and provide technical support and training to the Authority staff for in house use of the software.     Traffic Management and Safety   a) The Consultant shall be responsible for all traffic management required to carry out the surveys and shall be responsible for coordinating with traffic police and any other authorities for any permits required. b) Should the Consultant conclude that data collection at any site is not possible or presents unacceptable risk, the Consultant shall notify the Engineer in writing within 2 working days of the site instruction.  Notification shall consist of identification of the location and a full description of the problem. c) All surveys shall be carried out under the guidance of the Consultant’s qualified and experienced traffic engineer approved by the Engineer. A supervising traffic technician must be available on the site at all times during the surveys. d) All of the Consultant’s employees on site must wear safety helmets and reflective vests at all times. The vest of the supervising traffic technician must be of a different color to the rest of the staff on the site. The Contractor’s staff shall be fully trained and well conversant with wearing PPE. As all the work under this contract will be performed on existing roads, the safety measures taken by the Consultant will be closely monitored.
