The Call-Off Consultancy Services appointed under the Terms and Conditions of the Professional Service Agreement (PSA) General Conditions of Engagement 2010 – Edition Revision A, to provide Professional Road Safety Engineering Services, Road Design Services, Quantity Surveying Consultancy Services and Contractor Supervision Services to the Assets Affairs – Roads Operations & Maintenance Department of the Public Works Authority.
On 17 January 2013 government released the National Road Safety Strategy (2013 to 2022) which sets Qatar on a path towards an ambitious long term vision of “a safe road transport system that protects all road users from death and serious injury”. This strategy is to be implemented through a program of initiatives outlined in the 5 year National Road Safety Action Plan (2013 to 2017).
The National Road Safety Action Plan is an action to improve road safety on the existing road network through a series of Road Safety Improvement Programs. In addition, the Consultant that was commissioned to develop the National Road Safety Strategy has also undertaken Road Safety Audits of existing roads throughout Qatar as part of Contract 6. These audits included:
(i) 700 km of a single directional carriageway (100-120 km/h);
(ii) 1,000 km of a single directional carriageway (60-80 km/h);
(iii) 50 signalised at-grade intersections;
(iv) 50 roundabouts; and
(v) 200 school zones.
The Professional Services to be provided by the Consultant involve the provision of Miscellaneous Technical Support Services, on Call Off basis, which include, but are not limited to road safety assessments (existing road network), road design and design reviews, road safety audits, traffic impact assessments, traffic engineering studies, topographic surveys, quantity surveying, works cost estimates, issuing of works instructions, preparation of bills of quantities, preparation of tender documents and contract documents, planning and scheduling, introduction of new technology, and training. Such services shall be provided in 2 different approaches described hereafter as Task Oriented Services and Staff Seconded Services.
Design shall include horizontal and vertical alignments, cross-sectional elements and pavement design, junctions, positive or non-positive surface water drainage network, gully spacing and connections, site grading, road safety and traffic signs / road marking. Where work is to be carried out for other authorities, the standards and regulations of those authorities shall also apply.
The Consultant shall carry out Road Safety Audits for projects as agreed with the Engineer in accordance with the Qatar Road Safety Audit Guide. Traffic Management associated with construction works shall be designed and implemented in accordance with the New Qatar Work Zone Guide for Work Zone Traffic Management Guide version 1.0 March 2013.
The period of engagement and duration of the Contract Services will be Thirty Six (36) months.
