Project Overview The DN120 – Roads and Infrastructure in North of Semaisma – Package P07B is a major infrastructure package within the wider DN120 development program. The project primarily involves the construction of drainage and sewerage infrastructure to support future residential and public developments across approximately 131.2 hectares. The project area is bounded by: - Al Khor Expressway and Interchange IC-G1 to the west - DN120 Packages 03, 04, 05, 06, and 07A - The beach development area on the south-eastern side Key Project Components The works include construction of: - Three pump stations (PS-1, PS-3, and FSPS) - Attenuation tanks - Electrical feeder apparatus (EFAs) - Surface water drainage networks - Foul sewer networks - Rising mains - Associated micro-tunneling works Project Objective The project aims to develop essential drainage and foul sewer infrastructure to collect and convey discharge from the wider DN120 development area, supporting future residential and public-use plots. Scope of Works The project scope includes, but is not limited to: - Topographical surveys - Site clearance and preparation - Ground improvement works - Surface water and foul water drainage systems - Micro-tunneling works - Pump stations and attenuation tanks - Landscaping and irrigation - Kahramaa electricity and water utilities - Traffic management and site access - Protection and reinstatement of existing services - Coordination with authorities and neighboring contractors - Construction in accordance with IFC drawings, specifications, and contract documents Procurement Method The project will be delivered as: - A Build-Only Contract - Re-measurable contract with quantities - Procured through a Single Stage Two Envelope Tendering System Contract Duration - 1369 Days for completion of the works, including mobilization - 400 Days maintenance period after completion certification Restriction on Multiple Awards Tenderers are permitted to participate and submit tenders for both: 1. Roads and Infrastructure Work in North Semaisma – Package (07A) – (Tender Number - PWA/GTC/10/2026) and 2. Roads and Infrastructure Work in North Semaisma – Package (07B). However, notwithstanding the submission of tenders for both packages, a Tenderer (including its Parent Company, Subsidiaries, Affiliates, Joint Venture partners, or entities under common control) shall only be eligible for award of one (1) package. In the event the same Tenderer is ranked as the preferred Tenderer for both packages, the Authority reserves the right, at its sole discretion, to determine which package shall be awarded to such Tenderer, taking into consideration factors including but not limited to: • overall delivery capability and resource allocation; • workload distribution; • project execution risk; • public interest and operational considerations; • concurrent commitments; and • ensuring effective market participation and project delivery. The remaining package may thereafter be awarded to the next highest ranked compliant Tenderer, subject to evaluation outcome, financial verification, and approval by the competent authority. For the purpose of this provision, Tenderers shall disclose any relationship, affiliation, common ownership, management control, or Joint Venture arrangement with other participating Tenderers.
